Eisenhower Elementary School & Performing Arts Center

CAMP HILL School District
Camp Hill Borough, Cumberland County, PA

K&W worked with the architect and District to create a unique facility that blends an elementary school with a new community hub for the arts. Our designers provided land development services for the renovation of the existing building and a 59,000 SF addition that features the Grace Milliman Pollock Performing Arts Center, new classrooms, and a gymnasium. The project also included new parking areas and access drives that completely re-design internal traffic circulation, a relocated soccer field, and an enhanced pedestrian walkway system.

Site designers had to overcome several challenges, including community concerns over traffic and a limited area for surface stormwater management facilities. The addition of a new access road at the southern end of the site worried some nearby residents. K&W team members and our traffic consultant coordinated closely with Borough representatives and PennDOT to address traffic-related concerns as part of the Traffic Impact Study. Our engineers also designed an extensive subsurface stormwater detention facility under the proposed main parking area to maximize usable land area and significantly reduce runoff to the west and south of the site.

K&W presented the Land Development Plans and addressed questions from Borough residents at numerous Borough Planning Commission and Council meetings. We provided expert testimony at several Zoning Hearing Board meetings to aid in successfully securing the required zoning appeal.

K&W designed several Best Management Practices features and provided other analysis relative to site improvements to help secure Green Globe certification for the new facility.
