Longstown Village Condo Association Dam Permitting

In accordance with the Pennsylvania Department of Environmental Protection (DEP), owners are required to have Emergency Action Plans (EAP) plans reviewed every five (5) years and updated as necessary. The purpose is to minimize the risk of loss of life and reduce the risk of property damage in downstream areas resulting from a dam's failure.
The Longstown Village Dam was constructed in 1998 and is an earthen embankment dam with the following dimensions:
- Maximum height of 15 feet
- Crest length of 440 feet
- Stores approximately 34 acre-feet of water at maximum pool level
- Contributory drainage area of approximately 147 acres
- DEP has classified this dam as a Size Category "C" and a Hazard Potential Category "2" dam.
The EAP was updated due to possible changes in the various emergency agencies involved with implementing the EAP, and the possibility of new development in the downstream inundation area.
Challenges
- Identifying changes in inundation area downstream of the dam
- Updating information for all of the required emergency response agencies associated with the EAP
Solutions
- The EAP was revised in accordance with the July 2005 Guidelines for Developing an Emergency Action Plan.
- The downstream inundation area was evaluated by field review for new dwellings, businesses, schools, shopping malls, or roads that may have been developed since the EAP was first developed.
- Emergency response agencies were contacted for changes or updates in contact information. The EAP was revised accordingly.
