Eisenhower Elementary School Campus Improvements

Camp Hill, Cumberland County, PA

Location : Southwest corner of 21st Street and Routes 11/15 in the Borough of Camp Hill, Cumberland County, PA

Site Improvements include

  • Renovations to a portion of existing building and addition of Performing Arts Center (PAC), classrooms, and gymnasium to existing building
  • All new parking areas and drives with complete re-design of internal traffic circulation (including separate drop-off areas with an available interconnecting drive for periods of high traffic volume)
  • Relocated soccer field
  • Extensive pedestrian walkway system
  • Underground stormwater management facilities
  • Substantial landscaping and screening

Challenges

  • Limited area was available for surface stormwater management facilities
  • Existing stormwater runoff created concerns to the west and south of the site
  • Borough Zoning Officer interpretation did not consider proposed "school" use as permitted by right due to incorporation of PAC
  • Zoning approval and municipal approval process resulted in multiple conditions beyond the requirements of the Borough Ordinances
  • The nature of the project prompted substantial involvement and input from adjacent property owners and numerous members of the community
  • Addition of a new site access at the southern end of the site created substantial concern from Borough representatives / residents
  • School District desired to secure "Green Globe" certification (comparable to LEED certification) for the proposed project

Solutions

  • K&W designed an extensive subsurface stormwater detention facility under the proposed main parking area to maximize usable land area and to significantly reduce runoff to the west and south of the site
  • K&W provided expert testimony at several Zoning Hearing Board meetings to aid in successfully securing the required zoning appeal
  • K&W made substantial plan modifications to address non-Ordinance based conditions set forth in the zoning appeal approval and as raised by the Borough Planning Commission / Council (namely the addition of significant landscaping for headlight screening, addition of curbing along the entire western property line to eliminate stormwater runoff and parking access concerns, provision of interconnecting drive between main parking / drop-off areas for use during high traffic events, and provision of pervious pavement fire access lane)
  • K&W presented the Land Development Plans (LDP) and addressed concerns of Borough representatives / residents at numerous Borough Planning Commission and Borough Council meetings in order to successfully secure LDP approval
  • K&W and their traffic consultant coordinated extensively with Borough representatives and PennDOT to address traffic-related concerns as part of the Traffic Impact Study preparation
  • K&W designed several Best Management Practices features and provided other analysis relative to site improvements to help secure "Green Globe" certification for the project
